The coalition government has implemented major reforms in the permission process for building constructions to make it less time-consuming and bureaucratic. It seeks to reduce delays, eliminate bureaucratic hurdles, and make the process more transparent.
Major Reforms in Building Construction Permissions
Streamlined Online Application Process
- The process of applying for permissions will now be a single-window process, thus eliminating the need to visit multiple government offices.
- It now provides permissions at the online filing stage itself through the portal, that is, DPMS.
- Connecting multiple government departments dealing with NOCs has also been done for effortless integration.
Self-Certification of Small Buildings
- Self-certification by applicant itself would be accepted, rather than applying for external inspections for construction for buildings up to 15 meters high.
New building and other construction rules
- Construction of cellar is now permitted in apartment buildings with 500 square meters or more area to meet parking needs.
- The minimum setbacks for buildings above 120 meters height have been brought down to 20 meters, thus making compliance easy for the developers.
Gazette Notification and Further Action
- A gazette notification has been issued specifying these rules. The government will bring out a Government Order (GO) in January, after it has taken on board any public objections
Relaxation in Minimum Road Width Norms
To tackle unauthorized layouts and for better compliance:
- The width of the internal roads in the layout is being reduced from 40 feet to 30 feet.
- This is mainly for checking the unauthorized developments. Thus, it benefits the government departments by yielding additional revenues and makes plot owners obtain easier permissions.
Better Utilization of the Single-Window System
- The single-window system will save the NOC of prior from the Fire and Airports Authority.
- Applicants can upload their documents and pay fees online. The portal will forward applications to relevant departments for approval.
- Revenue, Stamps, and Registrations departments will process permissions digitally, which will avoid delays and manual interventions.
Stringent Action Against Irregularities
While the government is making procedures simpler, there are stringent measures to prevent misuse:
- The government will file criminal cases against individuals indulging in irregularities like:
- Obtaining permissions on government land.
- False documents.
- Violating construction rules.
- A task force will analyze the permissions and irregularities and revoke permissions and licenses for the offending technicians.
Overcoming the Challenges
Delayed Documentation and Collections
- There were massive issues of delays, documentation and illegal collections in stages, which caused tremendous losses to the corporation.
- A new process ensures that the applications undergo in-depth review so that there won't be any issue similar to the ones listed below.
Parking issues in flats
- Earlier, permissions were restricted to stilts in apartments of areas less than 750 square meters, which led to parking problems.
- Construction of cellars in apartments of area 500 square meters and above will overcome these problems.
Future Development Proposals
- Permissions for buildings up to 15 meters will be based on self-certification by government-approved technical experts.
- Improvement to the DPMS portal software is underway to enable easy uploading of applications and quick approvals.
The new reforms in building construction permissions by the government will make the system more efficient, transparent, and fair, yet still strict in accountability to deter violations. This change will benefit developers, homeowners, and government agencies alike.
