Minister Ponguleti Explains the Transition from Dharani to Bhu Bharati

Telangana Minister Ponguleti Srinivas Reddy announced the replacement of the state’s ‘Dharani’ portal with a new land management system, ‘Bhu Bharati.’ Addressing the Legislative Assembly, the minister clarified that the decision was made to address public grievances and inefficiencies in the existing system.

He stated that the Dharani portal, launched by the previous government, had stopped registrations for four months. This has greatly inconvenienced the public. "It is true that many faced difficulties with Dharani. We promised to resolve these issues and are fulfilling that promise by replacing it with Bhu Bharati," said Minister Ponguleti.

Features of the New 'Bhu Bharati' System

Minister Ponguleti explained the detailed measures taken to ensure that Bhu Bharati rectifies the lapses of Dharani:

  • Collaboration and Feedback: The bill has incorporated suggestions from Bharatiya MLA Harish Rao and other intellectuals. A draft of the bill was placed on the government website for 40 days to invite public and expert feedback.
  • State-wide Consultations: One-day consultation in all 33 district collectorates were held. The inputs taken from MLAs and other stakeholders.
  • Comparative Analysis: The government had made comparative analysis of ROR laws of 18 states to make sure that the new system was robust.

Important Amendments in Bhu Bharati Bill

The Bhu Bharati system introduces several amendments in making land management easy and effective in the state by:

  • Appointment of a specific revenue officer for every village.
  • Setting up of a tribunal for appeals in cases of land disputes.
  • Introduction of 33 modules with another six modules refined for better efficiency.
  • Experience-based insights were recognized while formulating the new bill.

A Step Towards Modernized Land Management

The new system, according to Minister Ponguleti, committed itself to resolving land-related issues. "We are re-purifying the process to ensure transparency, efficiency, and convenience for the public," he said. The Bhu Bharati introduction reflects the proactive approach of the state in modernizing governance in managing land records.
