Changing Political Landscape In Andhra Pradesh

Delimitation and Structural Changes

  • The Central Government has decided to conduct delimitation of constituencies for both Lok Sabha and State Assemblies. The process will result in an increase of total constituencies from their current count by 50 percent. The full extent of territorial and governmental transformations will occur throughout the state of Andhra Pradesh.
  • Political entities in Andhra Pradesh during the years when the state operated as a unified political district claimed that authorities used constituency boundary adjustments for their own political benefits. The current delimitation aims to correct such issues. The system will fix the voter distribution problems between various electoral districts while creating equitable systems for electoral representation.

The main expected results of this project are:

  • All electoral districts should have equal distribution of voters 
  • Smaller electoral districts will lead to improved management of public services
  • Diverse groups will contribute to increased political engagement 
  • Legislative bodies will achieve better representation through their work

The decision received statewide political support because it creates advantages to various social groups according to political parties from different regions of the state.

Increase in Number of Constituencies

  • The previous delimitation process applied boundary changes together with reservation modifications although it maintained the existing number of electoral districts. The number of electoral districts will experience a major increase during this current delimitation process.
  • The Central Government proposed increasing Assembly seats from 175 to 225 according to the State Reorganization Act. The Assembly seat count will reach approximately 263 because the new decision establishes a 50 percent seat increase.

The current voter distribution throughout electoral districts shows significant imbalance. The example shows how voter distribution between two constituencies shows these differences.

  • Bhimili constituency has about 3.64 lakh voters
  • Pedana constituency has about 1.65 lakh voters

The new delimitation will aim to reduce such disparities and create more equal representation.

Scope for New Leadership

The new Assembly seats create political power opportunities for a broad range of individuals who will now have access to political office. The expansion will enable participation from:

  • Youth
  • Women
  • Scheduled Castes (SC)
  • Scheduled Tribes (ST)
  • Backward Classes (BC)
  • Political parties currently support their young candidates through active promotion. The new constituencies will provide additional opportunities for people to become involved in electoral processes. The presence of educated youth in governance functions might increase because of this.
  • Marginalized groups will achieve better legislative representation through their greater numbers in government.

Impact on Government Structure

  • The State Cabinet will gain a new size because the population of MLAs has increased. The Assembly's total minister count must stay below 15 percent according to existing regulations.
  • The current system permits 25 ministers because the Assembly has 175 MLAs. The number of ministers will rise in accordance with the increase of MLAs.
  • The Legislative Council will experience an increase in its membership. This development will create additional positions within the state legislative framework.

Improved Representation for Women

  • Delimitation together with the Women’s Reservation Act implementation will create significant improvements in women’s representation.
  • The current total MLAs number 175. The current total of women MLAs stands at 22 which represents approximately 13 percent of the total.
  • The 33 percent reservation system permits women to hold about 88 Assembly seats. The number of Assembly seats will change based on political activity and candidate selection.

Correction of Past Imbalance

  • During the period of united Andhra Pradesh, delimitation led to a reduction of seats in Coastal Andhra and Rayalaseema regions, while seats increased in the Telangana region.
  • With the current expansion in the total number of constituencies, this earlier imbalance is expected to be corrected. The increase in seats will help restore fair representation across regions.
