Gazette Notification On Appointments For 26 Districts

The State Government will distribute the Gazette notification to follow the AP Public Employment Order-2025 which the Central Government issued. The planned notification will apply to all 26 districts in the state and its six zones and two multi-zones.

The framework will establish the recruitment and transfer standards which all organizations must follow. The General Administration Department has sent a proposal to the Cabinet for approval. The Cabinet will discuss the proposal during its meeting on the 10th of this month.

The existing local and non-local quotas in the area have the following distribution:

  • District-level posts: 80% local, 20% non-local
  • Zonal-level posts: 70% local, 30% non-local

The new system mandates all direct recruitment to use a 95% local and 5% non-local hiring system. The state has redefined state-level posts to become multi-zone positions.

The definition of 'local' will now be based on the 26 districts, replacing the earlier 13-district standard. The state intends to establish two new districts through a gazette notification which will cover all 28 districts. The updated notification will determine recruitment procedures according to the 28-district framework if it is released before job announcements in the Job Calendar. The Public Employment Order of 1975 will be abolished after this gazette is published.

Cadres of Posts

The classification system for posts divides them into three distinct categories.

  • District-level cadre: Junior Assistant and posts below it; Secondary Grade Teachers, School Assistants, and Grade-2 Headmasters
  • Zonal-level cadre: Posts above Junior Assistant, including Superintendents and First-level Gazetted posts
  • Multi-zonal cadre: Posts above Superintendent and First-level Gazetted, such as Deputy Collector and equivalent ranks

Determination of ‘Local Status’

The process used to determine local status requires assessment of a person's educational background and their living situation:

  • For posts with prescribed education: Authorities will check where the candidate studied during the seven years before the qualifying exam. If a candidate studied in a region for at least four years, that region will be considered their local area.
  • Example: If the required qualification is Intermediate, officials will consider the candidate’s seven years before completing Intermediate.
  • For posts without educational requirements: Candidate’s residence will be considered.
  • If no continuous study period of seven years exists: Candidate’s residence within the state will determine local status.
  • For visually or hearing-impaired candidates: The parents’ native place will be used as the local area.

Teacher Transfers and Employee Redeployment

  • Transfers will follow the issuance of the gazette notification.
  • The e-Human Resource Master (e-HRM) portal has been launched for all departments to register employee details and seniority.
  • The Department of School Education has prepared the teacher seniority list; other departments are working on their lists.
  • Employee preferences will be considered, and placements will be made based on seniority.
  • Due to the redeployment under the new district structure, teacher transfers are unlikely this year.
  • Teachers appointed under the old combined districts will be redeployed according to the 26-district boundaries.

This new system ensures that appointments, transfers, and local status determinations are clear, consistent, and aligned with district boundaries.
